Yes. 0 Ohm resistors are used in place of jumpers as they can be
placed on the board by machine just like any other resistor. Jumpers
are harder to do.
That's because jumpers usually require a printed circuit board that has
a hole all the way through the board, and since most boards are
multilayer it's not an easy feat to place multiple holes with all of
the required connections through the PCB and not disrupt other layers.
There is also problem of crosstalk to the other layers from the
jumpers.
