Timbuktu is pretty much the only reliable way that I know of to
take control of an OS9 desktop remotely.
Once you get into OSX you can use VPN, Apple Remote Desktop (or
whatever they call it - it's supposed to be pretty good) and some
others such as web browser based controls (I think WebMeeting may
enable you to do this, but not completely sure).
You can use VNC in OS 9, I used to use it to run a headless OS 9 web

You would have install this software on their system, have them start
it up when they need help.
Then you can connect via any VNC client (Or Apple Remote Desktop
client, which is now VNC based.)
