Also, someone told me that OS-X 10.4 and up will not allow rebooting
into 9 by ANY Mac. Can anyone running 10.4 confirm or deny that?

Sounds strange. You mean Tiger's Startup Disk control pane won't let you select an OS9 System Folder? In that case, you would have to put it on a different partition or HD, and force-boot with Command-Option-Shift-Backspace

And it would still be able to boot from a CD - unless Tiger seriously changes the firmware?

Can't say for sure, my iBook can't boot in 9, and I still run Panther...
