The 10.3 install discs that came with my iBook G4 933 Mhz have worked on any Mac I've tried them on so far. We have talked about this before on this list, and I think the conclusion was that an OSX install is allways full/general, not tailored for a specific Mac model.

Haven't tried the Restore discs, but would expect them not to work on other machines; at least the OS9 part, which is not an installer, just a ready-made System Folder for this machine. And that IS different for different models
