Many, if not all, of the Mac PCI ATA cards appear as scsi to the system, that 
in and of itself is not a problem.  The most important thing is to have 
up-to-date drivers for the ATA card.  If the card doesn't see the drive, a) 
verify it can be seen on another system and b) verify the cable is good.  

If the drive is sharing the bus with another drive, make sure that jumpers for 
Master/Slave are set correctly for both.

Okay, maybe I am all messed up, but some things about Beige G3s are coming back 
to me now...
If my mind is working correctly, I think that Beige G3s don't support multiple 
drives on the bus under OS 9, but it does work under OS X.  OS 9 uses code in 
ROM to manage the controller, and the ROMed code limits the controller to one 
drive per channel.  However, OS X loads its own IDE code that superceeds the 
ROMed code and works fine with multiple drives.  If you have access to an OS X 
boot CD, it would be interesting to see if Disk Utility sees the drive after 
booting into OS X....
