It can happen because:
The 'modem' it really a complete computing system in a box (just
specialized). It has a limited set of commands that it will recognize
within the 'input stream' of data from the (your) computer. Noise
(interference, gremlins, whatever) in that input stream of data can
sometimes confuse the modem, as to just exactly what it's supposed to
be doing. That's why there is a reset button on the modem (failing the
availability of a 'reset button', killing it's power connection for a
few minutes should also do for 'resetting' the modem.

just fine. But HOW can a modem be trying to connect when the computer
is off and also while it's still booting (and in fact in the process
of bombing on startup)?
