For OS X There's ArtRage: <http://www.ambientdesign.com/ artrage.html> It's designed to work best with a tablet, but it'll work with a mouse.

There's the GIMP <http://www.gimp.org/macintosh/>

Graphic Converter isn't free, but it's worth every penny of the shareware fee: <http://www.lemkesoft.de> and there's an OS 9 version.

ImageJ is oriented towards scientific image processing, but it'll do as well <http://rsb.info.nih.gov/ij/> This is the Java, (hence OSX compatible) port of the venerable NIH Image, one reason so many life sciences labs use Macs.

Check version tracker, I'm sure there's a number of free ones.
