The G4 uses the scalar and base fpu cores from the G3, but has slightly bigger on-chip cache and a slightly faster bus interface. So for many tasks, it will be on par or only a bit faster than the same clock-speed G3.
Where it blows past the G3 is with code that use the altivec (floating point and vector processing) instructions.
Of note is OS X itself... When you have altivec available, OS X uses it in a number of places - the most visible being in Core Image and Quartz. This makes the GUI faster! *Note that the rest of the speed-ups and many of the fancy special effects from Core Image and Quartz Extreme also require a programmable GPU video card.
