Upgrade to Eudora 6.1.1, the last available vers for OS 9. Perhaps

I've been having a little trouble with the G3 over the last few
days, not wanting to send e-mails...
Things like Remote Access authentication failing repeatedly, false
error messages about no dial tone (the phone line was not in use). I
rebuilt the dasktop and disconnected the modem to see if it would
reset, but this didn't help. Eventually I got it to work by changing
modem scripts.
So you have TWO problems? You're letting Eudora drive the dial-out
process - which is failing. Then later, after a successful
connection is established, Eudora is unable to send emails after
fetching some?
Remote Access is twitchy at best. It was always been one of my pet
peeves about OS 9. Open the Remote Access control panel separately.
Connect to the 'net manually. THEN use your client apps thereafter.
Leave the Remote Access control panel OPEN. You can hide it, so it's
not occupying screen space. But leave it running. That way, there
is a context available for OT/PPP to dump errors do other things.
WHEN you're having connection difficulties, be sure to turn on
Verbose Logging in the Remote Access control panel. That way you'll
be able to see what is actually failing.
... anyway, at present it is is accessing the internet and loading
e-mails just fine... but if I try to SEND any messages the Task
Progress window brings gets to the point of showing the proigress
bar and stating "x messages to send", but then justs sits without
anything happening.
Check the Eudora.log file to see the actual error message that's occuring.

WHY? If you hit your garage door with your car, OPEN the garage
door. Don't go buy new tires!
Rebuilding the desktop fixes desktop database problems, PERIOD. If
you don't have problems with the desktop database -- the wrong
file/app icons being displayed in the Finder or the wrong or no
application launching when you double-click on a file -- then leave
the desktop database ALONE.
