Got a problem.  For a few years after OSX came out, I was primarily
using Internet Explorer.  Since I switched to Safari last year, I
keep running into various pages that I previously downloaded and
archived with IE.  Most of them were aerial maps from Terraserver but
there are others that I need to access since the aerials have been
updated with newer flights.

What I need to know is, is anybody successfully running IE 5.23 under
Tiger being it is no longer supported?

If not, is there another browser app out there that will allow me to
open these IE archived pages?

Another thought for you (for interest rather than for practical use in your specific case, though others might find it useful, as I do) following me last saying, basically, "it's ok to use IE in Classic"..

You might be also wanting to use a modern browser to store IE archives that have a lot of valuable text. I won't go into the technical details (IE has a proprietory -surprise, surprise - way of archiving) so it cannot be easily done by drop drag or opening from within other browsers.

This will work for the text part of the archive:

Open your archives in IE and go to View Source (command e),

Copy and paste this into a plain text editor like TextWrangler, BBEdit, or I suppose, TextEdit.

Save as someName.html

This file will now open fine in all browsers. But the pics are a trickier matter. That is why almost any other browser than IE is better for archiving, they store the pics where they are gettable at!
