In the m4 directory is a lgpl3 licenced file: guile.m4 That makes it
impossible to release under lgpl2.1 there are also files in /m4 refering to the programs
license that is lgpl2.1 or later, I guess you must now release all as lgpl3 ?

Some exampples I found:

The /lib directory most files are GPL 2 or later. There is no COPYING file.
Overall lot files refer to LGPL 2 in stead of 2.1
Some files contain no licence info.
The /doc directory seems good enough.

Maybe include a file which sums all used license notes.

(The file HACKING refers to as you are using ARCH seems old)
