I don't think this is a "blessing" issue. If you think it is, then use  
terminal or Carbon Copy Cloner to bless the System and see if that  
fixes it?

I think it's an incomplete installation issue. Since the final part of  
the installation is normally the "optimization" process (pre-binding),  
you could try using Pacifist to "Update Pre-binding for Entire System"  
and see if that helps?
