If everything else is new, and this is the only thing that hasn't  
changed, then the problem resides there, Dr. Watson. :-)

Charles, try starting in Safe Mode, see if the problem resurfaces there.

If it's not a startup item, then some prefs that are running are  
causeing the problem.

If you want to test it, do a complete re-install again, without  
transferring the user info, and see if the problem resurfaces.
