The '~' character is Unix-speak for 'The users home directory', so  
that would be the Library folder in your user directory.

Basically there are two Library direcroties to mess with:

/Library is the one you see when you open up your hard drive and see  
Applications, System Library and Users (among others)

~/Library is the one you see when you go to your home.

Since it started immediately after an update, try running 'Repair  
Permissions' in Disk Utility. This might fix it if deleting the  
syncservices file above.
