There's probably a gizmo around that can do a timed file download [*] 
or something and complain about the results, but I'm not sure how 
useful it would be .... There are so many factors involved.  How 
would such an automated gizmo know to *not* warn you when the 
connection is slow because you're just using the bandwidth for other 
things?

[*] That's what those speed tests, such as Speakeasy's, are really 
doing.  Pings are of little use for throughput testing.

If your dsl circuit is tanking out, it would be better to diagnose it 
and get it fixed... than to chew up your bandwidth running speed 
tests...
