You are probably going to have to ask a group which knows more about 
Vista.  I would not bother with IP Release/Renew.  It is more a Vista 
issue than a network issue.  As long as you are on the same network and 
the same workgroup you SHOULD see the other computers in that group and 
on that network.  Because you cannot, it is something specific to Vista, 
and those computers running Vista.  When you say you have sharing turned 
on, is that on the Vista computer?  If not, it has to be enabled there
