When are you getting the keys pressed?

I.E.  Press Power button, CHIME {Key press needs to happen BEFORE the  
end of the CHIME sound}. AND are you holding it long enough? It may  
take 10 or 15 seconds before you see the desired response.

[Also, when you get the Command-opt-"P"-"R" to work (Chimes again),  
continue holding the Command-opt-"P"-"R" for at LEAST three chimes,  
(more won't kill anything, might just help)]
