For what you say you want to do ----   A bootable system, Disk  
Utility App.
On ONE other HD. You can do any of Disk Utility's operations on  
either of the other HDs.

Now, if you just go ahead and 'Clone' a backup of your 'normal'  
system to one of the other HDs, that will let you do what you are  
trying to do, and at the same time provide you with a 'Hot Backup'.

Apple's are so nice about booting from ANY partition. Just remember  
it needs to be on a different PHYSICAL HD.
