I cannot attest to that one, but I have a Metal Gear II external drive  
enclosure that is fanless, it's been trouble-free since I got it about  
two or so years ago <http://tinyurl.com/cezju7> I like it a lot. Been  
on 24/7 most of the time as it was my backup drive before Time Machine  
and my Time Machine volume after that (until I ran out of space. Now  
the TM volume is a WD MyBook that lives under the desk because of the  
noise. (It doesn't have a really loud fan but the whole thing  
vibrates, and on a cheap office desk surface it turns into a sounding  
box.)

You can hear the drive noise in the Metal Gear, but it's really quiet  
otherwise, suitable for most environments, unless you're doing really  
exacting audio recording.
