I checked the Icon settings in the view menu which were set to none but the icons were still frozen. I took Eric's suggested to try Applejack which I installed, booted into single user mode, ran the complete suite of repairs and I can move icons with the mouse both on the desktop and in open windows. Now I can muck around in 10.5 and see if I like it better then 10.4.
