You need to go into System Preferences / Startup Disk and set the 
startup drive.

Zapping the PRAM or having a bad PRAM battery will clear out this 
information.  If it's not set the computer goes through a sequence of 
potential startup devices, whether they are there or not.

We had a B&W that took a minute or two to find the boot drive when the 
PRAM was zapped.  The machine had three SCSI controllers and at least 
one was a wide SCSI which means it had to check and wait for 29 SCSI 
devices before it got around to the IDE drive.
