They finally developed the USB Video Class (UVC), a standard protocol 
for accessing video devices (cameras, composite video adapters, etc).  I 
don't know what took "them" so long.

Some version of Tiger introduced support for UVC cameras.  A later 
version added support for them in iChat.  So if you are using 10.4.11 or 
Leopard then UVC is supported.

So any UVC camera can be used with 10.4.11.  The problem is that a lot 
of UVC cameras do not say they are UVC capable on the packaging or in 
some cases in the manufacturers online docs.  But most or all will say 
they are Vista compliant which is the same thing.
