These are the same symptoms my G5 had when it blew the power supply  
after less than 1 week of use new-from-box. I was able to diagnose  
this with a multi-meter and a pin-out diagram for the power. I lost  
about half my lines, I can't remember if it was the 3v, 5v or 12v  
primarily, but my fans ran, and the lights lighted; but like yours, no  
chime, no nothing.

Mine is a dual 2.3, and for this era G5 there was a "known issue" and  
an "extended warranty" (after a lawsuit). Mine was 1 week outside the  
extended warranty group, but I took it to an Apple Store Genius Bar  
that was packed after the grand opening near Christmas holiday  
shopping season, and I started to get a little noisy when they said  
they wouldn't warranty it, and they knuckled under and replaced the  
power supply, logicboard and both CPUs (this is their standard  
procedure) which would have cost nearly $900 at their prices, for  
free. Unfortunately, after the repair they forgot to calibrate the  
fans, so I had to return it again. I was without the G5 for 1 month,  
and it cost me over $100 in gas, parking, and tolls; plus about 10  
hours of my time to get the "free" repair.

If you need a power supply, they are expensive and relatively hard to  
find, might not be worth getting?
