I'm in GMail's web interface right now. It's working exactly as expected. You press the Reply button and it presents you with a window containing the quoted text. The cursor is at the top - right where it should be. Now, starting from the TOP, begin TRIMMING then inserting your replies AFTER the context. Then continue to the bottom, TRIMMING as you go. Done.
