How did you determine the G5 is the culprit? If it was by using Net
Monitor Sidekick, what info was shown about the offending remote
address?

I have a G5, and my brother swears my G5 is clogging our network so
that his MacBook Pro won't connect with any reasonable speed. His
evidence is anecdotal but seemingly consistent. His "solution" is to
shutdown the G5, which he swears it clears up his MacBook connection
issues completely.

Out setup is very different from yours. We connect wirelessly thru an
Apple 802.11n Time Capsule router. I have Little Snitch and Menu
Meters installed on the G5 and its background network activity is
nearly zero mbps, so our supposed "clogging" appears to be some sort
of wireless radio interference. The strange thing is that this
interference doesn't seem to affect other Macs or PCs connected
wirelessly thru the same router. If the MacBook Pro is connected via
an ethernet cable rather than wirelessly the problem also disappears,
so it does seem to be a wireless interference issue for me.

For your issue I'd suggest that if you're certain the G5 is the
culprit you should open Activity Monitor and start killing off
processes one at a time until the activity stops, and the repeating
the process with only the process that stops the activity. Obviously,
if you stop any System activity that's a required process for
networking to function, that won't be the correct solution you're
looking for, so you'll need to be careful to not disable your
networking while getting at whatever process my be responsible for
your issue.
