No, you cannot turn it off.

Keychain is the primary method provided by OS X to securely store 
access credentials.  You normally only see basic things like web site 
usernames and passwords... but there's a lot a lot more in there -- 
stuff that makes your Mac work, and the encryption certificates that 
makes https:// work in your browsers.

You mean in a specific application?   Just tell it no.
