The speed of the system has nothing whatsoever to do with multiple users unless both users are logged on and running processes.

If the software was installed to the main Applications folder, then it will not go away. If the software was installed in user 2's user directory, then it will; however one of the steps in deleting a user is an offer to make their user directory available as a disk image any user can use, so you can retrieve it from there.

My main concern is that you are approaching problems with the systems in wildly inappropriate fashions.

If something does not work for one user but does for another the problem HAS to reside in the problem users preference or application support files in the the Library folder in that user's Home folder; and it'll almost certainly be associated with the programs that are having problems.
