I've personally (or professionally) dealt with all three of those
companies.
The discounts clearly aren't nearly as steep, but they're legal
copies...
My first thought was they were operating in a country that had loose
copywrite laws.... but their address is NYC, and their phone # is
Brooklyn based.
Oh lordy the scam central that Brooklyn is! Go poke through some
photography, AV, or audio equipment forums if you want hair-raising
tales of just what they do in Brooklyn.
Also just because they have a PO box and answering service in NYC
doesn't mean the downloads aren't offshore.
