Just to ask the most basic question. You say the extension needs to load at start up. Have you tried putting it in your classic OS folder so that when classic starts, it sees the dongle at "startup"?
Since the dongle will be seen when OS 9 starts up, and the app runs in classic, that may qualify as available at startup.
