OnyX will let you change that setting. It's Parameter>Safari pane.
Be sure to grab the proper version of OnyX for your OS.

Dan, I took a look at the link that you provided, however I think that
mail or Safari is not written in cocoa.
Those apps are Cocoa.
Kris is the one that provided the links etc, not me, btw. I think by
top posting, you lost track of who said what etc.
