Yes, I believe it's 24V (at least my G3 yoyo one is 24V) and measuring them with a multimeter is tricky, the - and + contacts are on the center pin separated by an insulator (it looks like a stereo plug in there) and the outer shield is just a ground. When I rebuilt the plug n my G3 YoYo, I ended up making one probe out of bent wire in what looked like a very tall 'L' with a short horizontal bit, and clamped it into my meter probes, then reached down into the plug to contact the lower live part. The other one is just touching the tip of the power plug.
