The mention of Focus and the description tells me that this is to use your monitor output and converts it to a TV. It is probably just a rebranded Focus Technology item.

There is an ebay auction for one up, and it shows a floppy from Focus.

My guess is that is was used for presentations before projectors were cheap. Can you use it with a DA? Don't know. If it is just a hardware converter, probably. Just set your resolution real low and plug it in. Being paranoid, I would try it first with an old pci video card incase something has gone bad over the years.
