I've been playing with this myself, with very inconsistent results. I've got one external box that works only sometimes! SimpleTech USB (IDE internal). If the drive spins down before the boot gets going, it never spins back up. And the box is fairly well sound-proofed -- so it's very difficult to hear if that's what happened! :\
