This is a system wide issue since it manifests in both Finder and Safari. You can try a Safe Boot by holding the Shift key at Startup, and then Restart normally again. This will trash all the old system cache files and rebuild them. If this doesn't fix the issue, you can reinstall the latest Combo Update for whatever version of OS X you're running. If reinstalling the latest Combo Update won't solve it, you're probably looking at a full System reinstall.
