You need to have:

1) An IP address that geo-locates to an area (country, state, town, etc) "authorized" to receive the content. If you're not in an "authorized" location, you can often use a proxy - but then you run afoul of (2).

2) A relatively fast *stable* Internet connection.

3) An ISP that doesn't have usage caps, secret or otherwise.

4) A computer that's able to play the latest Flash and h.264 video codecs.

Yet-another YouTube type service. Users and other providers can upload videos. Us peons can then view (stream) them ... rarely in full screen, usually with commercials or other non-skippable content.

The "boon" of Google TV (over YouTube - another Google property) is that they're working on getting the big tv network providers to offer content.

So I naturally Goggled it and sure enough apparently we can now watch TV using the Internet as the source. No more rabbit or mouse ears, humdrum.

Not really. With your TV/vcr/dvr, you're used to a wide range of big screen content that you can pause, ff, rew, etc. These online services just don't offer that. The selection is limited. The streaming is often crap - stuttering, and too low a resolution to be full screen on your Mac (if the player used even permits full screen!). And often they block the ff and skip functions, to force you to watch their commercials. Overall, it's a very poor experience.

IMO, at this time, the only way to really cut the wire is to put on the eye patch and go pirate. The content just isn't available thru legit channels. Go torrents! heh. And even if the content is available on a legit site, the torrent rip will probably be higher quality!
