Optical mice REALLY don't like certain kinds of surfaces; printed woodgrain on 
laminated desks are really bad. Use a sheet of paper as a mousepad, see if the 
issues go away.

Try rebooting in safe mode, then in normal mode.

Is the mouse plugged into the KB? If the KB is having issues it could affect 
both devices; try the mouse in a different USB port.

Look in the System log (using the Console app in Utilities) for USB errors.
