After some more time of thinking about it, I'm considering going with a really crazy solution and using 9.2.3 on the machine + Logic 6.4.3 + Pro Tools Free (if I can find it) + Finale 2003. Way outdated software but it's more than enough for our needs, and won't require any more hardware to be purchased (SB Live has OS9 drivers from what I understand, 640mb RAM should be enough too)
Does OS 9, or any of the three tools I mentioned, support both processors in the dual 533 G4? If not I'll definitely go Tiger.
