This is the behavior my G5 exhibited when the power supply blew. I could smell the faint smell of burned electronics. I'd recommend getting a multi-meter and testing the voltages using a pin-out diagram available here:<http://www.insanelymac.com/forum/lofiversion/index.php/t105113.html >
G5 power supplies are very expensive, the link above with the pin-out diagram is about using cheaper ATX power supplies as a replacement, but I have no experience with this, it sounds slightly difficult, but much cheaper.
