My guess always was that it is a filesystem and/or file optimization only. Has 
nothing to do with hardware whatsoever.

May well be just a phrase, only to avoid saying "removing temporary files" and 
"creating configuration files" and so on.

But I'm not the expert. I'm just guessing here.
