You can boot from the Tiger DVD (assuming your eMac has at least a Combo drive) to install 10.4. You also can boot from that disc to change the password. But if you're going to do a clean install, all you have to do is hold down the Option key while the eMac boots with the disc in the drive, then select the OS X install disc. That gets around the issue of trying to install while booted into 10.3.9. As for the Airport Extreme card, make sure you have installed it properly. The Airport Extreme label should be facing down, with the antenna port on the right side. Make sure the antenna connector is fully seated in the port.
