Does System Profiler see the 2nd CPU at all?

Does the machine properly BONG when you boot it?

Check your system log for errors during the boot sequence.

Try zapping your pram and resetting the PMU.

Try pulling the processor, and reseating it...

I have the same problem on a g5 2ghz dual where one cpu is seen try this ..... > remove the cpu's > remove memory > press reset > replace cpu's > press reset > replace memory press reset > now start g5 > see if messages at start ...........
