Up to 7 of the 11-12 caps on the down converter daughter board can show bulging and/or leaking. Since the down converter powers everything connected to the logic board, a bad one can have the same effect on startup as a bad power supply in the analog/video assembly. The fix is to replace the down converter with a known-good used or new one -- if one can be found, or replace the bad caps, which will entail more than a little effort to identify and then procure the replacements. Been there, fixed 'em.
