Since I wrote the above, James has written me privately, and I have responded 
to him:

"A 2012 Mac mini, with OS 10.8 or higher, can be made to run OS 10.6.x through 
a Virtual Machine with Snow Leopard Server software within Parallels Desktop, 
or VM Fusion, or similar.  But then we are back to the OP's emulation inquiry, 
and perhaps into the "why bother?" category."
