I'm afraid Image Capture is subject to the same limitation: iOS 10.3 "broke" communication with OSX previous to OSX 10.9. I know because my girlfriend has an iPhone 6 and we used Image Capture to download pictures to her iMac under OSX 10.6. When she updated her iPhone to iOS 10.3 (I think), no method was working under OSX 10.6 anymore.
