Under account options seems plausible to me, but it is WAAAAY to hidden!! I simpl skipped past it, thinking it had something to do with the "display mail" checkbox!!! I think you should have an empty picture window under account options, with a questionmark or something in it, so that ppl can see that this is where they should put a picture. It would also be nice to see your own picture in the conversations!! I believe changing the icon is the same kind of "customization" than changing the nickname, so the options should be near.
