Initial Comment:
It'd be grand to have the ability to dock Gaim on the
side of the screen as well as to be able to minimize it
with an icon in the system tray so that it doesn't
appear in the taskbar at all, maybe making it so that
the close button minimizes it there rather than closes
it altogether.

Your right, only the minimizing to tray feature is available
in the system tray plugin.

Maybe I can salvage the docking code from the old WinGaim
plugin to create a separate docking plugin.

This feature is available with the "system tray" plugin.

It sounds like you don't have the WinGaim plug-in enabled. Those features
already exist in Gaim. Goto to preferences --> plugins --> check the
"WinGaim" plugin, then go to the plugins-->WinGaim preferences screen which
should appear. Although, it is a bit annoying that minimize to tray doesn't
provide a way to minimise IM/chat or away windows to tray. Also, it will
only dock onto the primary monitor of a multimonitor system.
