Gaim does have the ability to move ALL the users from one group to another 
group.
Simply rename one of the groups the same as the other group.  (e.g. rename the
group 'friends' as the group 'Buddies')  Gaim will then merge the two groups.

Personally, I just call my main list 'Buddies' and live with it.  Perhaps there
is a plug-in (or someone could write one) that renames all the groups at login
automaticly so you don't have to mess with it.
