Then you click, and focus moves to a browser window to open the link. The tooltip, however, does not go away and stays on your screen regardless of what window has focus. It only goes away once you open the Gaim window and move your mouse in there. Tooltip malfunctions are reported to be GTK+ for Windows bugs...
