Summary: Tooltip annoyances

Initial Comment:
The tooltips that appear in response to keeping the
mouse over a buddy in the list often get in the way.

In previous versions, they sometimes come up too
quickly, prevening me from clicking on a buddy. The
positioning seems better now, or at least I'm having
trouble reproducing it.

 At other times when the buddy list somehow loses focus
(alt+tab) while a tooltip is being displayed the tip
remains on top of the current window. In either
previous versions or difficult-to-reproduce
circumstances I remember this requiring giving the
buddy list its focus back in order to get rid of it.

How about an option to disable or change the delay on
the tooltips? The weirdness that happens sometimes
might just be a windows GTK thing, but the option to
disable them would still be nice.
