Summary: buddy info popup box persists on top of other applications

Initial Comment:
On XP for the last few versions (at least) the popup
buddy into box persists on top even when switching to
other applications. This problem can be consistently
replicated on multiple machines.

To replicate:

1. Hover over a buddy on the list until the yellow info box
opens up.

2. Double click the buddy to open an IM dialogue box
without moving the mouse.

3. Once the IM dialogue box has been opened do not
move the mouse - allow it to hover over the same spot
on the screen where that buddy name appears in the
(now hidden) buddy list). After a second or two the
yellow info box will not reappear and will remain in the
foreground until you switch back to the buddy list and
pass the mouse over that particular buddy's name again.

Currently running v1.3.0 on XP
